Horizons Regional Council

About us

The Horizons Region extends over 22,200km² – from Ruapehu in the north and Horowhenua in the south, to Whanganui in the west and Tararua in the east. It’s a landscape as vast and varied as the over 240,000 people who call it home. At Horizons Regional Council we work to make our Region a great place to live, work and play.

The role

Due to a recent resignation, Horizons is seeking an experienced C# software developer with particular strengths in designing, developing, and deploying web services, along with the ability to handle complex SQL queries and deliver templated SSRS reporting products, for an immediate start to join our Information Management team. While our preference is to find someone with existing regional sector experience, we are willing to train and support you in this area, as the sector presents a particular set of challenges. This is a permanent full time role, based on our Palmerston North office.

You will be involved with building integration services between various council systems, and external agencies, along with developing reporting to provide insights into environmental and regulatory data. Ability to understand and manipulate spatial data in this context would be an advantage, as would experience with toolsets such as PowerBI. In this role, you will be working alongside internal project managers, business analysts, software developers, Council and external stakeholder, subject matter experts.

About you

We're looking for someone:

  • who has demonstrated knowledge and experience in Visual Studio, C#, .Net 3.5/4.0, MVC 3.0, SQL Server 2008/2012/2016, Windows 2008/2016, WCF, REST, SOAP, JavaScript, JQuery, CSS, IIS, SSRS
  • who has a good understanding of modern development architectures and approaches
  • with a bachelors or post-grad degree in Information or Computer Science
  • who can work autonomously, or as part of a larger team, take ownership of projects, use initiative to fill in any knowledge or requirement gaps
  • who has an eye for detail and can appreciate what goes into crafting beautiful, polished online user experiences
  • who has an appreciation of the long term opportunities presented by enabling and delivering information to our regional communities
  • who is able to work and coordinate with key stakeholders
  • who is an excellent communicator

This position would suit someone who can think laterally, along with having a can-do, bring-it-on, nothing’s too hard attitude (as well as an unflappable manner). You will also have strengths in relationship building, and be a strong communicator (both technical, and client-facing)

We can offer

  • a varied and interesting flow of work
  • cool data and information to process and visualise
  • an active workspace where, eventually, everyone in the organisation visits to ask how to do something
  • a great office environment that requires a good sense of humour
  • assistance with tertiary education
  • capability development programmes that enable advancement into leadership roles, along with skill development across different functional jobs.
